3 possible causes to investigate
1) The front brakes are binding. That is, not fully releasing after the front brake is applied.
2) The wheel bearings require adjusting.
3) The wheel bearings require lubricating

It sounds like you have a piston that is not fully returned and is sticking.

Get a big flat bladed screw driver, take the wheel out and very carefully insert the screw driver into where the disc would sit and use the screw driver to try and push each brake pad back in without damaging your brake pads.

If this works go to a local bike shop and ask them for a avid brake insert for transporting your bike so this does not happen in future! :)

SOURCE: We have an older Tomos

most likely your idle is to high,,,,, and it is engaging the clutch,,,,lower your idle,,,,,slowly,,,,step by step,,,,till the rear wheel stops spinning,,, remember,,,,, with no one on the bike,,there is very little resistance,,,,, so the wheel will spin easily,,,,,adjust your low side r.p.m.,, and that should solve your problem,,,,,if it dosen't,,, your clutch is probably siezed up,,,, and will have to be replaced. where your throttle cable goes into the top of the carb. ,,, this is where you set your idle,,,,, the set screw is only for adjusting your richness,,,,,or lean fuel mixture,,,,, not your idle,,,

One little trick to find out if your running lean or rich.
When you get the sputter back off just a little on the throttle and hold it there.
If it Speeds up or settle down you are LEAN.
If it Sputters and then Speeds up or Settles down your running RICH.
