Every cellular company gives two or more settings for the handset depending upon the phone.if you are using an android device then company will send you two or more configuration settings through massag.You have to install these settings.one of those setting should be contain mms settings .just install and you can now receive or send mms easily.

Just try to flash officail firmware on your phone using odin.After flashing you can use alll the services and if you see that problem again after flashing then do these steps.(1). Switch off your phone.(2). press power button + volume up button + menu button press these all three buttons together then you will get into recovery mode.(3). choose factory reset option using volume buttons and press menu button to choose and wait for some minutes.(4). After doing it select reboot system by pressing menu button, after rebooting complete you can use your phone.
