I use it the heat seems like it just keeps heating and never stops cook too fast and the unit is almost burning was something sitting on top when used last week wondering if something burned up
I believe if it is on broil the element just stays on. Consult your users manual.

Preheat is helpful when you're not cooking for more than a few minutes. If you're going to cook for 20 minutes or more, then most likely you don't need to pre-heat. To pre-heat, simply turn your toaster-oven on 10 minutes before you put the food in.
