Have you checked the wall socet has power and is turned on? have you checked the power cable?

On Most computers, all that you have to do is remove the side (thumb screw on the back) use a screwdriver to take out the 2-4 screws on the hard drive, unplug the cables and pull out the hard drive. the enclosure is locked but clickers, the only way to oepn it is by force since PBell has a specific pressure point on the enclosure to open it.
the ratling sound means that the disk in your HDD is not alligned, it could just be a matter of time before it completely looses railing and be unusable.
best move you can do is contact PCBell and have them informed about your issue.

The solution was posted by JontyBonkers.
The pins go like this:
1 2 3 4 5
_ 6 7 _ 8
1 = ground
2 = ground
3 = D1-
4 = ground
5 = D1+
6 = D2-
7 = D2+
8 = +5V
It seems that the case for those Packard-Bells had a small circuit board that divided the 5V line to both sockets.
D- are usually white, D+ - green, 5V - red, ground - black

There is a solution for this problem, but you have to be very computer orentated to correct it. First look in the programs listing under startup and see if there is a link there for the PacBell auto start when the computer tarts each time it is turned on. If there is a link there right click on it and delete the shortcut from the startup menu. restart the computer and see if it is still there. if so go back and look in the startup menu selection and see if it has reappeared. If it has then you will have to shut off the windows auto recovery option so it will not replace the missing file when the computer is restarted. Now if this does not work, you will have to get someone that is familiar with the registry files. You do not want to go probing around in there or you may just shut down tour computer permanently. A professional will have to go in and search for the file entry that controls the option and then delete the corresponding registry entries. Regards, rcampsr

There is a possibility that the motherboard itself is completely fried.
It seems like the only thing that could be preventing power besides the power supply.
