Hi, normally when connecting a phone to a PC with PC suite, you will need to install the drivers before installing the PC suit on your PC which is called Nokia Connectivity. It's a softeware that needs to be installed before the phone can be recognized on the system.

Use Google search and Type Nokia connectivity Download, after downloading, install and install the PC suite too. Then you can do what ever you want to do .

Try rebooting your phone with the Bluetooth device off. Then turn the phone on. Go to your Bluetooth settings on your phone and activate the Bluetooth. Then turn on your Bluetooth enabled device and enter the password for the device if applicable. This should solve the problem.
