Flash guns are not normally that easy to repair, and most of the guns for the Minolta 7000i are getting pretty old and parts are becoming scarce.
The first thing to check is that the batteries are good, make sure you are using rechargeable or some of the new high power AA batteries, cheap bulk buy batteries are no good for flashguns.
Second, make sure the battery contacts are nice and clean.
If you still have problems post again but with the model of the flashgun as well.

This information was very helpful. I did put in fresh batteries and inspected the contacts which do appear to be clean. I believe I have a bad capacitor or control circuit and will look for a camera repair shop like "Kits Cameras" who have fixed my lenses in the past. Thank you Palmyman.
