If you cannot boot to safe mode, you may need to repair or reinstall the OS , as it might be currupt. If you can safe mode check for virus or follow the following step
right click on my computer - Advance tab - startup and recovery's setting remove checkmark from automatically restart
or
download combofix.exe and run this file
or
check your HDD/RAM/Motherboard
If you cannot boot to safe mode, you may need to reinstall the OS, as it might be currupt.
