SOURCE: "Jacuzzi j-400 series" hot tub- F1 code flashes on control panel
There are two things you can check, there is a tranformer that plugs into the main circuit board(usually a four wire plug). Unplug and check pins for good connection and then reconnect There are usually one or two fuses inside the control box mounted on or near the circuit board. Turn off power to spa and pull fuses and check continunity. This is a good start.

simple fix its one of two things you did not prime the spa when filling it meaning that u just did not lay a hose in the spa then fill it you always need to prime the heater first along with the circ pump if you do not you will get a thing call airlock which is what it sounds like air in the main circulation pump for the heater. Also could be that u removed the filter while you still had the spa running an clogged the circ pump or it could be the flowswitch. Sounds like u might have a sundance spa an if the flo is flashing its either the air lock or your pump went or its clogged if the flo sign is not flashing then its the flowswitch but in that case w/a solid flo nothing would b working. To fix the airlock just shut the power down an take your hose an force water into the intake side of the filter area this is what u should always do 1st when you fill it that how you prime yuor pump an when fillin it all the way it best to fill it through the other end of the filter just put the hose into the filter tube w/the screw on it.IF THATS NOT IT THEN FEEL YOUR CIRC PUMP IT WILL BE THE SMALLEST PUMP IN THE SPA IF U CAN NOT TOUCH IT FOR MORE THEN A FEW SECS. THEN IT WENT ON U OR IT CLOGGED
