It's possible to be the power supply I assume, but I've never encountered that issue on the 20. If it's printing from the PC just fine then the whole print mechanism is receiving enough power to run. I would look more to the scanner being a problem. If the scanner is going bad that would could cause light copies from copy's and scan to emails, but normal prints and recieved faxes would still be nice and dark. Eventually it would just stop having anything on the page.
The drum cleaning program wouldn't help on this issue, really it does little more than show you the condition of the drum. Though they usually last about 30,000 pages or so (m20i will give you a replace drum warning at the standard 18,000 pages though)
