I have two HP SureStore DLT 80 tape drives. When you plug-in (power) the first one, nothing happens (not even lights up). The second one spins the tape, grunts, and flashes all lights on the right, then repeats. Oh, it won't give back the cleaning tape either (can't eject). Can these be fixed? And what would it cost? The first one is not completely shot, it sounds like something in your main board has gone. this can be replaced just needs to be takes to a pro fix company. the second drive sounds like the taco wheel is faulty, meaning the drive can not sense itself spinning the tape so it spins out of control, this can also be fixed but will need to be sent to a pro fix shop.
It sounds like your first drive is defiantly shot. The second one suggests the drive has failed as well. You should be able to eject the tape manually using a long piece of steel. Such as a paper clip.

If all the right side or left side lights flash on the front panel:
There is a fault with the drive.
1 Try turning the power switch on the drive off and then on again.
2 If the problem persists, call for service.
So your sorda up a creek. Can i suggest moving to HDD backup system? They are ultra cheap, reliable, and much faster than Tape backup systems.
Alternativly if you have data you need to recover, you can purchase new (used) drives off ebay for about $200
