There are two ways you can do this you can go to control panel and change the size in appearance and Personalization the other way is to you the magnify tool but that gets annoying so your best bet is the first one

You can change the pic resolution by right clicking on an empty spot of desktop image, click personalize, and then lower screen resolution so everthing appears bigger
