Try your sim card to another phone, or try another sim to that phone just to eliminte the problem. Sim card are easily ruin by static discharge

If it is a new fone then
Phones are not shipped activated. You should look in the box for activation instructions. Read and follow them.
is that a prepaid sim then probably the sim has been deactivated...
