You might need to check to see what you have the settings on for the sesor bar either on top of the tv or bottom then check to make sure you have it in the spot stated in your settings or switching them if this doesnt help sounds like your sensor bar is missing up.
This is a funny little problem; it made me smile. Your problem sounds like electro-magnetic interferance from your power adapter. When the electricity passes through your power adapter into your laptop, something is creating electro-magnetic noise in the RF (radio frequency) spectrum which is causing your mouse cursor to shake. I would recommend replacing the power adapter. You could also try plugging your power adapter into a UPS instead of directly into a wall or surge protector. It might help clean up the incoming power and reduce the line noise.
You should check your settings for the logitech software and also in control panel for mouse. Look for something that says snap to point. What happens is if you have that set the mouse will jump when it is close to a clickable object.
