If it is your iPad, you must know the unlock code. and the password connected to your Apple id. If you entered three times a wrong code, the iPad locks up and only can be unlocked when you enter your password, belonging to the Apple account the iPad is connected to.
This security is so strong it is not hacked. The legal owner still can send messages to it. Perhaps he /she did send the picture?
If the iPad is really yours and you have the invoice, take both and your ID, to an Apple store and ask if they can help.

How to unlock ipad2 puk code

Your iPad 2 must have 3G, with a sim card. For the sim you need the pin and after 3 misses you need the puk. The puk is on the letter or card that came with the original sim card. On that letter is the pin and puk. sometimes you have to scratch away the metal layer.

If you want to unlock an iPad, with the lock code on, and forgot your pass code you have to enter the correct password that belongs to your Apple ID. It will be partially on the screen. If you really messed up, setting up security, and lost unlock code and your Apple ID password. Only Apple can help. For that you have to take iPad, invoice, Prove of your identity (Passport) to the Apple store and hope they will unlock your iPad. With iOS7 Apple mede a very good security system. And while setting up the iPad and the security, you are warned several times what to do t make sure you and only you could enter the system.
Be aware if Apple does reset your iPad, all data now on the iPad will be lost.

My kids locked the ipad it keeps asking to connect to itune, but I know the code

I don't have an iPad, but I did find this article. Sounds pretty much like what you're describing. Maybe this will help. It does say that making you connect to iTunes is for your protection in the event that someone steals your ipad.

Keep in mind, I have no idea how data is synced on an iPad, so I don't know if you may lose saved data on the device. Hopefully you've got that already synced/backed up:

Ipad disabled

Normally that means an incorrect pass code has been entered on the lock screen too many times. You can try connecting the iPad to a computer and doing a factory restore in iTunes.

If you don't remember setting up a passcode on your ipad, maybe someone else did, and then entered the wrong passcode more than six times, resulting in a disabled ipad.
In the link above you will see instructions on how to deal with this problem, which pretty much boil down to connecting your ipad to itunes and restoring from a previous backup that you may have saved.
If you never created a backup, you can still reset and wipe your ipad from itunes, resulting in everything being erased, but at lease giving you back full use of your ipad.
