If a camera has a software problem, the only thing you can do is remove the battery and reinsert it. This way you give the camera a cold boot. Like switching on a computer.
But it is more likely your battery is flat. Or contacts from battery and or in the battery compartment are dirty or oxidised. Check all contacts and eventually clean them. Never use anything sharp in or close to a camera. Clean with a cotton swap or a dry cloth.
Recharge the battery (Batteries) and if that does not help try another battery.
