The cd cannot be detected hence cannot be played

if missing or maked with red or yellow errors or shows up as unknown that all means DRIVER IS BAD , wrong or missiong
NO PC Told so can not tell you how to fix that, lacking such a key fact . (but is at your oem makers PC support page under DRIVERS)

Check Power and Data cables to the CD Drive..
this is correct. the drive will show up
in device manager , diskmager and explorer (this PC) all 3 even with no disk in the drive
and PC must be connected to the internet for PnP plug and play to work.
if the drive does show up, then put in a desk CD first,
what is is the intent with this unstated CD.
what is on it? if has files on it they show up in explorer, but CD_DA music is not a file system so does not show up, but TRACKS MAY.
MP3 WILL SHOW UP AS FILES.
A DRIVE CD WILL SHOW UP AS FILES.
CONTENT NOT TOLD SO ANSWERS GO WILD.
TO PLAY FLV MOVIE OFF A CD (IS IT?) USE VLC.

xp AND VISTA WERE INFAMOUS FOR BAD CD AND DVD DRIVERS. SO tell what OS you run.
PC is old and CD is really CD-R and will not work. old PCs did not have CD-R feature.(recordable)
but no PC told so answers will endless.
bad drive.bad disk , cables fell off, wrong disk. or missing CD drive , DRIVER SW.
but you failed to.....
look in THE DEVICE MANAGER FIRST.
IT MUST BE THERE AND DRIVER FOR IT there LOOKS GOOD. EVEN RELOAD this driver.
it will also show up NEXT in Disk manager.
and last in EXPLORER and last last you see files here, and if mp3, or mp4 actual play using free app VLC .
BTW I AM POSTING BLIND AND CAN NOT SEE THE PC NOR SEE IT USED WRONG. SO MY ANSWERS CAN BE WRONG.
