...so guys, after one week of investigation I finally managed to fix this annoying issue. I made an update of the ROM - I had the German unbranded version 10a and I flashed it with the English (Turkey) version 10d (issued in May 08) and to my surprise, the battery indicator started to work properly. For more detail how to flash your device follow the link below (of course you must know what you do so read it carefully because you will do it on your own risk)
Another solution is to send the device to LG / distributor as a warranty repair, they will probably replace your battery. Few users posted that they have done it this way and it also helped.

two things.
1. as with any rechargeable battery, you want to train the battery to utilize it's full capacity. train by draining battery completely till device shuts off. leave off until fully charged. this method is called training and sets its threshold capacity.
2. when replacing a rechargeable battery ensure that the replacement battery operates with the same "mAh" or more. (i.e., I purchased an extended battery for my cell. the original battery was 1100mAh and the extended battery is 2300mAh) this value represents the battery's power output per hour.
* When buying a replacement for any rechargeable device pay close attention to this information before making a final decision.

To reset the charge stick it in its charger, make sure harbor is charging then hold the bottun until it vibrates.
