What will not load up? The OS?
You can boot into safe mode by holding down the F8 key during power up. Select Safe Mode as your boot up option. From there you can further troubleshoot your runtime error problem.
They can do a restore (if the restore partition is still intact or if you have the restore discs). That may or may not solve the problem, but it would rule out the possibility of a software issue. If it's hardware related, more troubleshooting will be required.
From a cost effectiveness standpoint, you'd be better off purchasing a new computer as the likely repair cost will come close to (if not exceed) the cost of a new system.

can they do system restore at that time to maybe fix problem. at this time when trying to go there system will stop operating.?
ok thank you. if that does not solve startup. keeping in mind they have a very old outdated op sys. can i pay for expert help and they call and get the help and walk through on phone?
