For Finalizing, Formatting, Erasing and any other Disc Edit op in the 2160A, mfgd in 2009, set the Source to L3 (DV) using the Source button on the remote.

For Formatting a RW disc, set the unit on L3 BEFORE inserting the disc since that op is automatic and starts right away w/o user intervention.

Finalizing requires you to initiate it in the Disc Edit menu, so you can set the unit on L3 after inserting the disc.

Use a name-brand DVD, such as HP, Verbatim, etc. and make sure it is a DVD+R or DVD-RW/-R disk only.
It is most likely that the DVD you are using is not compatible.
The disk is still usable, but you can only read it on that player.
