I have an Intermatic T103-70 timer on my pool pump that I never use. Is the yellow dial supposed to turn all the time?

Timer was making low level grinding noise so I opened cover and saw that dial was not turning. I have the level set at on and there is power to my pump. Does it mean that clock motor is defective?
