I have an Asus A7n8X-e deluxe mb, athlon xp3200 chip, 400w psu. Computer will not boot, if the power is turned on at the wall socket, with computer plugged in, then the cooling and processor fans run, but the system will do nothing else. No signal to monitor either. I built it primarily for my kids, so didn't go near it too often. When i went to have a look, there was a lot of dust in the cooling fans etc. Unsure if it is power supply or motherboard failure.

First clean the fan and have the power supply tested. if everything is ok then try and reload the drivers for the system and then re install the os.
Temporarily swapping-in another power-supply is the first thing to try.
Don't connect the disk-drives, CD/DVD drive, nor 3.5-inch drive.
If the computer "beeps", and shows the POST (Power On Self Test) screen, then changing the power-supply is the solution.
Look at the motherboard -- any "blown" or "bulging" capacitors?
