Dimension e310- Black screen when powering on, 1 & 2 lights blink

I have a Dell Dimension e310. It was on for a while and I thought it was in standby. When I went to try to turn it on, the monitor remained black (amber light on the screen). I turned it off then back on again and the fan went crazy. The ''1'' and ''2'' lights blink on the front of the computer and there is a solid green light on the power button when I try to power on, but still a black screen and amber/yellow light on screen power button. What is wrong and how can I fix it?

Generally, the 1 and 2 Diagnostic LEDs indicate a failure of a PCI expansion card.

So remove any expansion cards, see if anything changes. If it does, one of the PCI cards is suspect.
If the system has an expansion video card in the PCI-E slot, and removing the PCI cards had no effect, remove the PCI-E video card and connect to the intergrated video port (You may have to remove a black cover from the port) and see if you get video. If you do, then the Expansion video card has failed.
