Error Message is "Improper Shutdown" It says something like "To avoid damage, use the On button to shut down the device. Do not use the power strip or wall plug to turn off device. Can't get the machine to reset or to turn off. Every 45 seconds or so, I get the message again.

Reset the printer by following steps
1. Unplug the power cable from printer when the printer is powered on and wait for 20 seconds.

2. Then, press and hold # and 6 while plugging in the power cord.

Continue holding until it displays Semi Full Reset message in the front panel of the All-in-One.

Sounds like a hardware fault.

If shutting it down as it asks does not work, it may be worth speaking to the manufacturer if it is still under warranty?
