I'm trying to learn Permutations and Combinations in my Algebra class and it gives us generic formulas like nPr=n!over(n-r)! and nCr=n!overr!(n-r)! and I was wondering how I'm supposed to do those. I was also wondering if my calculator could do them. I have a Texas Instruments TI-34II. Can you help me?

Yes, your calculator can do them. Press the PRB key to bring up the Probability menu. Among them you'll find nPr and nCr for permutations and combinations, as well as ! for the factorial.

To compute 4C2, press 4 PRB right-arrow 2 ENTER. Permutations work the same way, only without the right-arrow.
