testing capacitors

do i have to take them all of the print to test them or can i do it otherwise? And what value shows me a capacitor is broken?

Take them out of the circuit. Put an ohm meter across the leads, the meter should swing all the way over then slowly go back to zero. If the meter doesn move, the cap is open, if it goes all the way over and doesnt return it is shorted.
