If you have another keyboard try using that and confirm if that works properly.
Incase you don't perform the below mentioned steps :
Click on start
Click on run
type CMD
test the shift keys on the black window.
If it does not work here it is a problem with the keyboard.

Usually there are 2 shift keys. Does any one of them work on none work at all?
Yes, there are two shift keys on this keyboard, but neither of them function properly. Any time I need a capital letter I must use the caps lock key to get it. Sure makes typing difficult. Not to mention the !, @, #, etc. symbols are not accessable.
