You have to partition the Drive to use the full space. When Seagate makes the drives it only partitions a small section to format and load their service software. Re-Partition the Drive to use the full space it was designed to provide then format it.
If you want to save your data first you'll need to back up the drive. Go to seagate.com and download Discwizard and it's instructions. Follow the instructions and you'll be able to make the drive any size you want up to it's limit.
