hold the left, bottom button (marked ....) for a few seconds....then press the top right button (marked with 1 dot) to change between the hour, minute, date etc. use the bottom right button to advance the flashing number, and when finished setting time and date, use the bottom left button to stop the numbers flashing and return the watch to normal. hope this helps, this is also how to change the date for the other question asker (works on 2 other starck/fossil watches i have and i assume the controls are the same).

Finally i got it while playing around with my fossil JR9455. . .
Here's the step by step method in setting the time:
1. press and hold light button and press start/split button
(light and start/split are both pressed by this time)
2. you should hear a beep
3. You should notice that the display changed
4. press mode to choose which setting you want to change
5. to change the values, just press start/split button to move up and reset/stop button to move down
6. to finish the setting just press light button again.
This method worked with my watch. I hope this helps. . .

You can get instructions for your watch from the Fossil web site.
Go to "fossil.com", go to the bottom of the page and you will see a
menu, click on "customer care", and then look under "Product Info" on
the left and you will see "watch instructions"
Click on this and a list of diagrams and watch descriptions will appear. Put your cursor over any of the descriptions and a diagram of the watch face will appear. Search the list until yours appears and download.

SETTING THE TIME.
Press [L2] to move through
the modes. When the time display flashes, you are in the correct mode to set
the time. The hours first, then the
minutes and seconds.
Press [R1] to advance the
numbers, [R2] to go to the next.
Press [L2] to save your
settings. [L1] is not used; it's the light.
SETTING THE DATE AND DAY. After setting the time (seconds flashing)
push [R2] to move though time, backwards, to date, [R1] to set day, [R2] to
move to month [R1] to set the month. Push
[R2] to get to the day of the week, then [R1] to change. [L2] to end.
