Error code "CE" is "Communication Error" the manual for your heater gives the following description..
"If communication between the ignition board and the display board is not established within 3 s of power-up an error will be displayed. After communication is established, if it is lost for 30 s, the error will be displayed. The error code will be cleared upon a valid data exchange between boards.
That being said If you replaced the board I would check all your connections closely and look for bent pins, corroded/oxidized connectors, etc. If this still does not help give Hayward a call, they usually give pretty good support. You can reach them at 908-351-5400
