Because the web moves just a little bit each time the copier makes a copy. The reason for the web is to clean off the upper fuser roller and it also applies oil to the roller so that the toner will not stick to the roller. If you do not want to replace the web, reset the counter & move the web lever out of the sensor & make your copies. In a few days or weeks you will need to replace the UFR & web & web sponge roller... Good Luck
