Unfortunately, in the xp era of OEM computers, Companies generally sent special OEM versions of the operating system install disc. That is, it would install normally, and in most cases not even ask for a product key. It generally wasn't until Vista that companies would ghost the factory default disc image on a seperate partition.
To put this in plain english, without the install CD, you're limited to very few options. You can either contact Toshiba support and explain the situation, at which point they should be happy to send you a replacement (unlike hardware, replacement media will generally cost you a small fee, about $5-10 normally). Your other options are to find another operating system to install on your computer (for example: Ubuntu Linux), or to find alternative methods of getting an XP install disc.
However, as wiping a computer down to nothing and reinstalling the OS tends to be a scorched earth answer to what might not be that bad of a problem, I would suggest not taking this step unless it's your last resort, or, unless it is what you really want to do.
