What OS are you on, XP or vista?
What version of Outlook Express?
Can you still connect to the internet with a browser?
It sounds like you might have a corrupted user profile.

make sure your password is correct because this error description states that your password is incorrect

it may be networking device malfunction or drivers got corrupt, update drivers, if doesn't help replace networking device for some other to test, if then it will be ok replace networking device
