The manual for the Vibe iPad Bluetooth Keyboard Folio is completely wrong. To turn on the keyboard, press and hold the button above the word "charge" in the upper right hand of the keyboard. Blue lights beneath the word "power" and beneath the Bluetooth symbol should flash. In order to pair the keyboard, press the same button above "charge" and hold for a shorter time. The light beneath the Bluetooth symbol should flash.
Try this to see if can give us some codes with it's on board diagnostics. Hold down the function button of your laptop and then the power button while still holding down the Fn/Function button on the left side of the keyboard. See if this gives you either an error message on your screen or, flashing lights above your keyboard. Pay attention, write down what lights where lit up what ones flashed, etc. This is to diagnose if the LCD isn't working. Comment back if you get either the light code or the error code on the screen. IF nothing happens try holding the Fn/Function button on the left side of keyboard and holding the F4 button, see if that makes any lights flash above your keyboard.
I recommend reinstalling Windows using the original recovery media from Asus. That should have all of the original drivers and software needed. You can alway upgrade to Windows 7 ultimate after that.
First put new batterys in the mouse and key board. if you don't have a tester use a flashlight. pen light. push the remote pickup. light will blinknext push key board button and the mouse next. then try it and see if it works.

It means, your batteries are dead so need to be replaced on keyboard once you replace those the you got to turn it on and once lights comes up then you to to press wireless button for 5 seconds. once it starts blinking then you got to press wireless button of receiver (bluetooth stack) and once it blinks then your keyboard should be detected automatically.

Press the Receiver button (and the lights will start
flashing.
Then if the Keyboard isn't working, press the small RESET/CONNECT
button on the back of the board to connect the keyboard to the
receiver.
If the MOUSE isn’t working, push the small RESET/CONNECT button
on the back of the mouse to connect to the receiver. Then they

My guess is that these are actually the indicator lights for Num Lock, Caps Lock, and Scroll Lock.
For the four silver round buttons:
The top right corner of your Eclipse keyboard features a set of controls for changing your
computer?s audio volume and the brightness of the Eclipse Keyboard?s backlighting.
To reduce audio volume, press button A until the desired volume level is reached. To increase
volume, press button B. To mute the audio output, press button C and press it again to cancel
mute.
Press button D to control the brightness of the backlighting. Press the button to scroll through lights
off, lights full brightness and lights half brightness.
