java folder deleted from c: drive. and when trying to uninstall from control panel it shows that "fatal error during installation"

It seems like you may have deleted the Java folder before uninstalling it.
The OS is obviously upset about that.
Reinstall Java to correct the error and run CHKDSK/F to remove any loose files. Then uninstall Java if you need to.
