Try this:
Hold both HOME BUTTON (the square button under the screen) and the LOCK BUTTON at the same time. Wait for at least 10 seconds or if any thing happens, release them.
If nothing happens I believe you should consult the Apple Store, probably you will get a new phone if you are under warranty.
