I test timers.
Timers go bad.
EJ351 has 1 year limited warranty.
Wiring is correct or timer would not operate.
Bulb is good.
I would reset timer again and re-program.
If timer still will not function, then timer has gone bad.

Reset instructions: Move the control lever to the OFF-CLEAR position for about
20 seconds. The red indicator light will go off and any previous
time settings will be cleared from memory.
