With the older ps2 mouse like the one in your picture what usually goes wrong with them is the ball on the bottom gets dirty. Disconnect the mouse from your computer when your computer is turned off. Flip the mouse over and you will see a grey rubber ball in the center. On the outer edges is a black ring. That ring can be removed by turning it counter clock wise and once removed the ball will fall out in to your hand when you tip the mouse back over. Take the ball to your kitchen sink and wash it really good with warm soap and water. Then dry it off with a rag making sure that there is no dirt left on the ball rub it hard to make sure all the dirt is removed. Then flip your mouse over so the opening is facing up at you. Place the ring back in place and lock it down by turning it clock wise until it wont move anymore. This should get your mouse back to moving correctly around your screen. Plug it back in to your computer turn your computer back on again and test the mouse to see if it scrolls correctly across the screen again.
If the buttons are no longer working when you use them to click on something then my suggestion is purchase a new mouse. You can find a PS2 style mouse on Ebay they have a ton of those for sale and they are very cheap to purchase today.
