Dismantle the covers, there is a CMOS battery that is plugged to the motherboard, unplug it for few second then replace it. or by unscrew some covers on the back of your laptop you can access battery. procedure had to be done with the battery off & the charger.
Hi hope you are well, click on this link which will take you where you can download the drivers for your Bluetooth devices, make sure you choose the right operating system, The web site has a list of all the drivers needed for the Model E4310 and the Bluetooth drivers will be under network category. I am assuming you are sure that you have the Bluetooth card and you have checked that you have the hardware on your PC. Some of the E4310 models come with an external bluetooth cards and some have already built in make sure of what you have and good luck.
I would suggest you call Dell Support and get the laptop replaced. If any of the keys are not working, it is not a good idea to manually open the key board and try to fix.
