Restating mayursatpute's solution.
With your Nokia phone in its default menu state, press the volume increase button (the multimedia one on the right hand side of the phone). Then a volume indicator will show on the main screen (only briefly, 1-2 seconds). While that volume indicator is showing, you can use the up and down arrows of your 5 way navigator to adjust volume (hopefully those buttons work for you...)
C, when u decrese the volume, then volume level appeares on screen. That time, simply press up key. Volume will increse.
I believe that your lower volume is kinda defective, I would highly suggest to see a nearest cellphone technician to fix it for you, it will not cost you an arm in a leg on this issue.
