try it with the 3key format trick. if your phone shuts off for 30 seconds the UEM is the faulty part.
SOURCE: Toshiba Satellite P200 doesn't boot
Try pressing FN/F5 keys simultaneously, or the key that toggles internal/external Display. Look for the double screen Icons on the keys.
Tap the Pause Key.
Restart and press and hold F8 key when Toshiba logo appears. When the boot Menu appears, select Last Known Good Configuration.
If all else fails ther should be a reset button on the side of the LT. Consult owners Manual for location
SOURCE: Garmin Nuvi 350 Touch Screen unresponsive
The touch screen lays on top of the LCD display. It has its own flex cable that plugs into the main board. It is possible for the LCD display to work fine while the touch screen does not. They are two separate parts and work independently!
If your touch screen all of a sudden quit working, I would ask did you ever drop it?
I have repaired many Nuvi's with a non-functioning touch screen. I can't speak for every instance but the ones i took apart, the flex screen cable was loose from the main board.

voldown, central key and reset botom at the same time, then text appear, choose number 1 for restore manufacturer default pressing volup or 2 for restore munufacturer default and format moviMand pressing voldown and wait a few seconds.

if you leave it long enough does it boot ?
press F2 and go through the settings and check for something like "display boot menu" or similiar.
remember to save your settings upon exiting
