In the PC version of the game, the "cheat window," as some have called it, was actually a tool for developers. It can't be brought up on the 360, and so cheat codes cannot be activated there.
There are a few interesting glitches to help you out, but I don't know if they apply.
Duplication Glitch.
Use a melee weapon. Swing the weapon, and in the middle of the swing, press B. Go to your arrows, and equip them two times in a row. Afterwards, go to the item you wish to duplicate, then drop it. Resume gameplay and it will be duplicated in your inventory.
If you have the Game of the Year edition, the above method won't work, since they released a patch for it to stop people from doing that. In this case, do the following: Obtain scrolls, as many as desired. The scrolls must be of the same type. Access your inventory and tap A two times on the scrolls. Go to the item you wish to duplicate, then drop. It should be duplicated.
Unlimited Gold.
Visit the Talos Plaza District of the Imperial City. Find Dorian's House in the southeast area. Break in and find him. Bribe him until you can't anymore. Hit him with a weak weapon, preferably fists. Quickly hold block and talk to yield to him. Since he is your friend, he will stop fighting. Talk to him again and your relationship will have dropped because you hit him, allowing you to bribe him more. When you attack Dorian and yield, after a while he will run away when his health becomes low. Use any heal spell on Dorian to prevent this, or just wait a day until he returns back at his house with full health; the former option is obviously faster. Bribe and attack repeatedly.
Invincibility.
When you're far enough into the game to get a Sigil Stone from a tower, save the game before taking it. Check if it is 20% Defense On Self. If it isn't, load the game you just saved and keep trying until you find a 20% DOS Sigil Stone. Then, do the "Duplication Glitch" on it five times, and use it on five pieces of armor. If done right, you should be invincible to weapon damage. (Please note that this also works with 20% Magic Defense.)
Keep Summoned Items.
Summon an item, then damage it. If it is a weapon, use it on a monster or person. If it is armor, then get damaged yourself. After it has reached 99 health (this process should only take one hit to the item), quickly go to the item menu and repair it. After repairing, you will be able to drop it. Once dropped, wait for the summon spell to wear off. The item will still be on the ground. Pick it up and you will receive a great no-weight weapon or some weightless heavy armor.
In sum, there are no official codes for Oblivion on the Xbox 360, but there are neat tricks.
