This works for a sony'
Remove ac power,
remove battery,
press and hold the power button for 30 seconds,
reinstall battery and ac power and turn on.
Comment on how this works or not.
This technique removes static discharges.
Power cord? In fact if the power cord is bad you will not had a battery charge either,so check this.Also Did you plug the power without the battt? Is this power up th lap? If not the Power cord is the problem.
