The reason your television keeps popping up the menu is simply because, either the remote or the televisions menu button is stuck.
To test if it is the remote, remove the battery from the back of the remote and try to operate the television from the buttons on the television to see if it works, if it pops up, then it means the problem is not from the remote and its from the television.
Either ways you have to open the remote and clean the panel with naphthalene, then adjust the menu button on it. or you can as well get a new remote for your television if you cannot clean it on your own.
Also to fix the television if it is detected as the fault, get the appropriate screwdriver, open up the television, then try to locate the menu button, then you adjust it and try to operate with either the remote of the menu key on the television.
Once it is seen to be working, ensure that the television is properly coupled back.
Always make sure the keys on the coputer and the television are not pressed too hard.

This tends to be the result of an electrolytic capacitor somewhere, either on the main board or the power supply board bursting due to overheating. In this case you can pull off the back paneling and review the boards over to make sure all the capacitors are in excellent condition. After identifying a bad capacitor you can buy one from an electronics store in the area or a reputable online source. To replace it this will require soldering. Look for a capacitor with the same uF, the voltage can be the same or higher. Make sure all the power is out of the system before servicing, also make sure to note capacitor polarity observing the negative indicator line on the side. If your not sure this can be done at home I would recommend taking it in to a servicing shop. If you do not know what a capacitor looks like do a google image seatch for both examples of a good and bad copacitor. I honestly hope it's something much simpler, I hope this helped and good luck.
Just had this EXACT problem on a Sharp EL-9200C. I got the down arrow to go away and then the calculator functioned like normal. Here's how: I got a ball point pen and rapidly activated the reset button on the back, then rapidly pressing the CL key... probably about 45-50 times, but eventually it cleared all the memory out and the calc was able to boot up. This was after replacing the batteries multiple times and trying every key and every 2ndF key. I feel like the master of the universe now!
