Hello! I have a DELL Dimension 8250 PC Desktop. Upon turn-on, the DELL logo appears and then a black screen appears with a blinking line in the upper top corner. The mouse does not operate and I can push any key on the keyboard and I would hear the beeping sound. I HAVE NO CONTROL on the keyboard or mouse. I originally had a message telling me that the system battery was low. I replaced the CR2032 battery with the power OFF and the message went away. The 4 status lights ABCD on the rear of the unit are ALL GREEN when I have A BLACK/BLANK screen. I originally had an arrow denoting the cursor and then the arrow changed to a blinking line. Upon powering up, the 4 rear lights blink from yellows and greens and within about 20 seconds they ALL TURN GREEN. No matter which keyboard key of the alphabet is pushed, I get a single beep tone and nothing appears on the screen. I was on-line examining products on eBay and all of a sudden there was a power outage in the neighborhood and the computer went ON and OFF three or four times within a minute's time. The power was dead in the ENTIRE HOUSE. After about 10 minutes the power to the household came back on so I turned the DELL back on and after the DELL logo in blue letters appeared a black screen would show with a blinking line in the upper top corner. The laptop computers in the household which are wireless work great with going on the internet and also checking my e-mail. The SOUND of the DELL appears to sound normal on the desk. The power switch on the DELL is working OK. If I place data or music cd's in the trays they spin but NOTHING APPEARS on the screen. Remove ALL media, DVD's, CD's, USB's, etc. Shut down, unplug, remove battery, plug in, reboot. Open the BOOT MENU or BIOS select boot from HDD FIRST. If that fails, reboot and do a System restore/recovery. The black screen with the cursor in the top left corner, tells me that it's looking for a Disk. IF you have a recovery/Repair Disk you can try that as well. It would be a good idea to invest it a Power strip with Surge Protection, it's no guarantee, but it will help, and cost less than a computer. Never leave ANY electronic device plugged directly into a AC outlet. It only takes once to destroy all your electronic toys. I have learned my lesson the hard way.
You just need to re-install the Operating System from recovery cd

#1 Sounds like a video card resolution setting problem. This can happen when the settings are too high for the monitor. What size is your monitor?
#2 Sounds like hibernation. You can adjust the power settings if you right click your desktop and select "properties" . The select screen saver and then power settings.
#3 Sounds like the bios settings have been modified to boot from other places than the hard drive. Make sure nothing is in the computer when you boot like CDs, Floppy disks. When the computer first turns on hit "F2" to enter the bios. Then look for boot order in one of the drop down menus at the top. It will tell you how change the boot order usually on the right hand side ont he screen.

From your description, you were able to boot the machine properly in Safe Mode. While in Safe Mode, change the video resolution to the lowest possible (color depth does not matter at this point). You should also check that you are configured for single monitor operation if your video card supports multiple monitors. Reboot the machine normally. If all goes well, you can readjust your video settings for a higher resolution again.

Generally, the 1 and 2 Diagnostic LEDs indicate a failure of a PCI expansion card.

So remove any expansion cards, see if anything changes. If it does, one of the PCI cards is suspect.
If the system has an expansion video card in the PCI-E slot, and removing the PCI cards had no effect, remove the PCI-E video card and connect to the intergrated video port (You may have to remove a black cover from the port) and see if you get video. If you do, then the Expansion video card has failed.

first check the BIOS settings whether the first boot device set to be hard disk and no CD in the CDROM and also ur system is virus free

You don't say what Windows are you using.
Anyways, it seems like you have a corrupted BOOT problem.
On Windows Vista and Windows 7, you can insert your Windows installation CD, and choose the "Repair my pc" option.
Windows will do it automatically fro you, and you'll be up and running in a couple of minutes.
