SOURCE: EPSON V700 SCANNER MAKES KNOCKING SOUND WHEN ON BUTTON PUSHED
Hello, Maree.
Make sure both transportation locks are unlocked.
Let me also give you the help site for your scanner where you can check the location of the locks.

There are limit switches at both ends of the rails for the scanner. It sounds like one of these switches has failed. The knocking is from the teeth on the drive gears slipping. The unit is not passing its self test. That is why you are getting the flashing red light. If the unit is new, it should be under warranty. Contact the place of purchase to get the steps you need to take to either get it repaired or exchanged. Search the web for a local Epson authorized service center.

Actually, it's okay- I just installed the windows drivers under Boot Camp, and that seemed to 'reset' the scanner under OSX.

you have to verify the cable. It must be half disconnected

Unplug the power supply from the power port on the scanner then plug it back in after a few seconds and power-up if it isn't already on. This happens to me a lot and this works every time. Frustrating though.
