go to control panel , find add a printer
click on add printer
use the usb cord and connect the printer to the laptop usb port
turn the printer on and it will see a plug-in device
follow the installer wizard directions or yes you have a disc, install the disc in the laptop cd and run from there
when installed set as default printer
First download and install the correct software for the Printer on the laptop, you didn't post the HP printer model. In the install of the software follow the on-screen instructions. OR plug in the Printer using a USB printer cable, the Win 8 software should try to apply the driver, if available, but you may not have ALL the printer functions until you install the correct HP Printer software.

After connecting the usb cable from printer to the the laptop switch on the printer and then install the printer in the laptop by inserting the printer driver CD that came with the printer
If this is a newer printer that can use a USB cable, then you want to boot up the laptop, If you arte running XP or Vista, make sure you have admin rights. Install software with the printer disconnected from computer. Once install is either completed or asks for printer connection, power on printer, wait a few moments, then attach the USB cable top a poert on laptop. Install should continue, and you should be good to go.
