The IPC 610 PC got
Bluntly, this is unresolvable in a forum like this. Try pushing the F10 or the ALT and F10 together when you first boot and see if you can get to BIOS prompt. If you can, see if you can see all the devices. I'll assume it's a windows PC. Try booting with the F8 key pushed which will take you to the advanced boot options. If you get that far, go find a windows expert to take you further.
If you can't even get to the BIOS and you don't get any fault codes (beeps) from the MB, it may be the MB or even the BIOS ROM itself.
If the HDD light is a steady blink, it could be it has faulted. If it randomly blinks, it likely a driver failure and you try the F8 option.

How to correct problem during boot up
You should be able to go back-in and reverse your changes.
alternatively there are two other options.
1. Most BIOS have an option to 'load system defaults' or similar, which should get you back up and running, though you might have to change other settings to get it back to where you began your changes.
2. There is a a Jumper on the Motherboard that you can move slightly which will perform the same function. Some models require that the CMOS battery be removed for this task, most built in the past 5 yrs or so do not.
Without knowing what Motherboard you put in this 'shell', there would be no way to point you to the manual or the Jumper's location.

Install wireless card wireless network interface controller
The wireless Adapter Card should have come with instructions....
If not, then it is fairly simple if you have the 'driver' CD.
1. Load the driver CD and follow the Instructions to load the drivers.
2. Shut-down the PC.
3. With the Power to the PC OFF, UN-plug the Power-cord to the PC.
4. Insert the Wireless Card into an expansion slot on the motherboard that fits the type of Card you have....DO NOT attempt to 'force' it into a different-slot.
5. Close it up and Plugg it in and power it on.
Note: SOME wireless cards require that the Card be installed BEFORE the drivers.
for more specific details, the make/model of the wireless card is needed.

if it is damaged, then it will need to be replaced. You will have to determine whether or not it is an IDE or a SATA cable; although if you REALLY have it connected to a CD-ROM, then it is an IDE cable.
If you have local PC repair shops in your city, give them a call. They will have perfectly good 'used' ones they likely will be glad to give away....I know I do ! lol

Continuous beep at boot
Usually an indication of RAM module detection. Check your RAM is present and fully 'seated' in their slots.

How i correct problem in boot up
The bios settings control where you boot from. That is hard disc , DVD , USB stick, reset the bios settings to original, then go to settings and follow instructions to set boot options , most computers have different settings

Vga driver
The only place you are going to get that is the manufacturer's website, if they even have it. Google it.
